The FCC plans to reallocate funds for subsidizing phone service for the poor to provide better broadband coverage as well. The Lifeline Assistance and Link-Up America programs currently fund monthly telephone service and installation for the poor.     Yesterday’s meeting only seemed to advocate any specific action when everyone was talking about preventing waste and fraud. This is great and needed. But the conversation was light on details about how you actually make this program work as an agent to bring broadband to low income people.

    The emphasis should be on enabling people to pull themselves up to a higher economic level, not a program that wastes money and unintentionally keeps people from advancing.
