THE FCC has issued almost $3 million in fines to companies that are still shipping TV sets without digital tuners. As of March 1st, all TV’s that are shipped must be capable of receiving a digital TV signal. The Commission has also been warning retailers that they must display proper Consumer Alerts on sets that do not contain digital tuners.

NBC will air a live commercial during next Tuesday’s “The Tonight Show.” The advertiser, Garmin International, is looking to combat commercial-skipping on DVR’s. The spot will air before a commercial break, and be followed by a recorded ad during the break.

MTV will add user-generated content to two of its series this month. One of the shows, “Circuitz,” had previously been canceled. MTV is hoping that user-generated content will revitalize the sketch-comedy program.

LG is planning a new user-generated campaign for the summer. The cellphone-maker has teamed up with Billboard.com to give young concert-goers a chance to spread their concert reviews across the web. Readers will determine the best concert critics. The promotion is mobile-only, and will utilize Sprite Yard, Coca-Cola’s new mobile branded social network.
