A top general in the U.S. Marine Corps recently stated that the Defense Department’s IT capabilities are as advanced as the Stone Age. According to Congressional investigations, the completion rate of IT projects is an abysmal 16%. 53% of projects come in late and over budget by almost two times the original cost.
